Help! 1999 Passenger Headlight Pops Up Sporadically

I replaced the gear with a brass one at least 8 years ago. Now when I turn the lights on, the passenger side sometimes opens and sometimes not. When it doesn't I open the hood and turn the knob the manually get the light up. Then it will work for a couple of times and then get stuck again. Then I repeat the manual process again. Anyone ever have this happen or can suggest how to diagnose the problem?
