As I said earlier, a loose connection at the transmission is likely, but could happen anywhere in the circuit. The light will be on solid but an erratic electrical connection to the transmission will cause the coil to energize and deenergize causing the o/d to engage and disengage while the light stays on. The instrument cluster OD lamp is lighted by the ECM at the same time the ECM is applying a ground to the o/d relay. This means that the light can be on without the o/d actually working. The light is really indicating that the ECM is telling the o/d to actuate, it is not lit by the fact that the o/d is actuated.

Yes indeed a low fluid level can hydraulically engage/disengage the o/d.

We can sit here and speculate all night long but no one will know for sure until a few tests are done. In an earlier post in this thread I tried to explain how to test the system. I don't consider any of the electrical tests "major effort" for anyone with even a very basic understanding of a multimeter. If it is not clear or there are further questions, I would be glad to help.
