'69 Factory exhaust covers not lining up?

I screwed the covers to the rocker and now the front support doesn't meet the frame. On the passenger side, it reaches the frame far enough to screw down but the driver's side the bracket barely touches the frame?? should I weld them to the frame?

Any ideas?

Did I do something wrong?
