69 Qjet Carb Question

I recently had my carb rebuilt. It is installed but I can't get the engine to start unless I prime it. Once the car is running everything works fine. Any ideas what needs to be done?
 
Carb adjustments

In most cases after a rebuild all carbs require a full correct adjustment, cold start ,hot running, cold start run 5 minutes stop start again after 5 minutes, then full acceleration test etc, check it out, first take a look when it is cold at the choke, then go from there.

one of two problems. 1 your choke isnt closing properly. 2 your accelerator pump isnt shooting gas in when you pump pedal. Since the carb has been apart there are many causes for this problem.
