Question: 76 fuel gauge

Hello again...Have my interior out except for the bare essentials(heater,wiper and fuel gauge)...My fuel gauge of course requires a good ground..I confimed this yesterday and hooked it up...The fuel gauge reads about a 1/4 tank too low and also the needle on it is steady with just ignition on..but when I have motor running (and driving) the needle bounces back and forth some....Thanks for any help

To bench test fuel gauge:
Apply 12 volts to bottom post and ground to top-needle should go to empty.
Connect ground to center post and needle should go to full.

At the tank:
With key on-unplug wire on fuel sender at tank-gauge should read full.
Ground sender and gauge should read empty. PG.
