85 headlight motors

If the headlight will flip UP but NOT DOWN, and all wiring and relays have been checked (just changed isolation relay TODAY), can this be that the motor has died, or do I still have a wiring problem somewhere???

Are you saying Both or One headlight pops up and not down?...Might just be a gear problem...

Ddrivers side headlight seems to be fine, passenger side will only go up. When the switch is in the off position, there is no sound from the passenger side motor (like its turning, just not moving).

I was having that problem with mine too. My passenger side would go down fine, but the drivers side would stay stuck up. I just gave a hard but gentle push on it, and it went down. After I manually put it down a few times, it started to work again. Maybe you'll have the same luck?
