86 EGR tube

I'm replacing the heat shield on my 86 EGR tube and there is a clamp on the bottom of the pipe. Does anyone have any suggestions on how to squeeze the clamp tightly. I called my local chevy dealer and they said there is no special tool, but other than that they were no help.
 
On mine, someone replaced the clamp with a regular screw-type hose clamp. Seems to be working fine.

If you do a search for egr and clamp, someone else asked this question not too long ago and got a variety of answers.
