The car Is under a collector car policy as as classic and is driven less then 3000 miles per year. I did speake to DMV today and they said only cars that are 25 + years can have QQ plates.
Maybe I miss understood.... Any one want to clarifie???
It's not about the plates. You qualify for an inspection exemption . Here is a snip-it from the NJ DMV site.

- [font=Arial, Helvetica, sans-serif]is not registered as a "historic vehicle," under N.J.S.A. 39:3-27.3 et seq., or a "street rod," under N.J.S.A. 39:3-27.27,[/font]
- [font=Arial, Helvetica, sans-serif]is not driven more than 3,000 miles per year,[/font]
- [font=Arial, Helvetica, sans-serif]is insured as a limited use "collector vehicle." (Proof must be supplied at time of odometer verification.)[/font]
- [font=Arial, Helvetica, sans-serif]Visit the exit end of the inspection station.[/font]
- [font=Arial, Helvetica, sans-serif]Ask the inspector to verify the odometer reading of the "collector vehicle"; MVC may require that the vehicle be equipped with an odometer lock.[/font]
