another headlight issue

the headlights on my 63 will retract but will not open up on their own.

A couple of weeks ago I removed the dash switch and sprayed contact cleaner inside. It appears I have continuity across all the poles, however one side is a bit more resistive than the other (~1-ohm v.s. 0.5-ohm).

Since the headlights retract, it makes me doubt its a motor issue, any thoughts?

The "up"wire and the "down" wire both pass through the multiple connector on the engine side of the fuse block, and those terminals frequently become corroded; pull the connector off, check the condition of the terminals, and clean as necessary.
