Broken convertible top frame

My 1989 convertible top framework is partially broken. The rear arm section above the driver's side window is broken. It appears to be cast aluminum.
1. Can it be welded or otherwise repaired?
2. Can individual sections be replaced?
If so, are these available somewhere other than the wrecking yard?
3. If I have to replace the whole frame, does anyone have an idea what a used frame should cost, and where to start looking?
