I presume you're talking about the headlight limit switch which really doesn't "limit" anything, but instead activates the "lights" warning at the top of the dash. If so, the driver's side and passenger side switch are identical so either one will activate the warning light on the dash. It's not uncommon for one of the terminals to be broken off, thus the extra wire hanging down on the passenger's side. You could just tape it up, but it's an easy fix, only two small screws hold the switch in place, and I believe they're readily available from most C-2 suppliers.
