Question: C2 Seat Belt Installation

Are there pre-determined holes in the floor board for seat belt installation? Where would I find them in the C2 model?

Yes. All '64 Corvettes have the reinforcements with welded anchor nuts for the seat belt bolts riveted to the underside of the floor pan; if your car doesn't have seat belts, some previous owner removed them. The hole locations are shown in your Assembly Manual in section 1-Assembly, sheet C17.00.
