Looks like the wiper controller to me, i ripped mine out and designed a new one this summer =)

It may be the pulse controller for the wipers. That is pn 14016215 and it is available from your Chevy dealer (GM Restoration Parts). The wiper switch itself is pn 14029570 (with pulse) and it is also available from GM Restoration Parts.

Yep, that's the intermittent wiper controller. I'm told those things are not available any more, or are available for something like 250 bucks, not sure which of those two stories are correct....
What's the problem with yours? I've just finished rebuilding mine, so maybe i can help...
