Cheaters in NASCAR ?

I am rather new to following NASCAR and I just don't understand the system for penalizing a cheater. the TV has not really helped me understand why a car is not always disqualified or sent to the back when it is found illegal. It is my understanding that a car was sent to the back for an illegal carburetor while another that did not meet the body work templates was not penalized in position, allowed to race and eventually won. What's up with that? I don't see how kicking out the crew chief makes any sense at all. With that logic, if an illegal engine is found, how are they gonna penalize the guy that bored the cylinder too big? It seems rediculous to me that more than a dozen cars were sent home (probably all legal) and they let the cheaters run.
 
It's very simple.. Nascar does what every they happen to feel like on that day. They happen to not like a team on that paticular day, BAMB , they happen to like that paticular team that day ,, oh well things happen. Nascar officials are starting to really disgust me.:ugh

It's about money.Nascar would rather send a small upstart team home than one like Lowes,Home Depot or other big money sponsors /teams.It's all about money!
