checking egr on 1990

recently replaced egr valve on my 90, L98. the manual has the way to check the sensor electrically. through reading other posts here i knew to watch that the gaskets for plenum were installed the right way (which upon removal the ones there were not). it feels like i had a vacuum leak that lead back to egr which is why i changed it in the first place. it still feels like i have a leak and my question is: to see if the senor is not working properly should i disconnect and plug the vacuum line at the egr valve or can i do it before the sensor? thanks for any help.
