Climate Control Vacuum Problem???

The air conditioning on my 96 coupe will work properly until I accelerate - then it seems like it doesn't blow as hard. As soon as the speed of the car levels off it blows hard again. Do you think this is a vacuum-related issue? Any ideas where I should start checking?

Quote "Vacuum comes from the engine. On the passenger side of the engine near the fuel rail and under the plastic injector cover (it just pops off) is a black valve connected to the engine and containing 2 vacuum lines one of which goes directly to the vacuum programmer."

The black valve goes bad quite often . . .
