Coolent - proper fill procedure?

I have 70k on the engine coolant and It's time to change. The warning label on the fender says to fallow special fill procedure but the manual does not define what that procedure is. As I don't wont to damage the engine can anyone explain this procedure or maybe direct me to a link that does. Also my fans don't kick on, I've wormed up the engine past 217deg. and the fan would not go on, when I put the A/C on they immediately come on. All fuses under hood are OK. Any Ideas what to check next. Thanks.:w

You can also remove the hose at the throttle body.

Fans have 2 speeds. Low and high speed. The PCM command low speed fans ON at 226 and OFF at 217 and high speed fans ON at 235 and OFF at 219. This is what you should see sitting the traffic. Or they come on with A/C on.

note. There are two types of drain plugs. On my 97 I can turn it with pliers. But on most recent vettes, there is a square hole in the middle. You need a ¼ ratchet extension to turn it. I found it out on changing the dexcool on my friend 2002 Z06. If this is the case, do not turn more than ¼ of a turn or you will break the plug. When I changed his, I turned for ¼ and the dexcool did not leak. I used a flat bled screw driver to gently pull the plug.
