Correct ride height for a '77

Does anyone know the correct ride height for my '77? Where do you measure from to check it? I have a 7" leaf steel spring with 8" bolts and the A$$ end is still way too high above the tire. The rear is 29-1/2" from the ground to the center of the wheel opening, the front is 28-1/2" from the ground to the center of the wheel opening as well. Every other Vette I see, the opening is just above the tire, what do I have to do to get it down that low? By the way the rear spring was already in the car when i got it, previous owner said it was a new replacement spring. Should I replace it with a fiberglass monospring, wil that do the trick? :confused
