Corvette Soft Top Rear Bow Stay Cable

Does anyone know about this on the soft top(Soft Top Rear Bow Stay Cable), is it needed? and where is it located? Also does anyone know on my 73 the rear latch on drivers side is hard to unlatch is there an adjustment. Any help on these.
