Dash lights issues - '94 Vette

[BLU DICE]

The lights to the right of the steering column (or the console - radio, HVAC, etc) do not work - instrument lights at the steering column (speed, tach, gauges) do work with the headlights switch AND only with the headlights switch - not when the power is on. So where do I start??

Is this a unique problem or did I not describe it clear enough??
