How hard is it to replace those ball dash vent deflectors on a 76 vet? Do they just pop out or do you have to remove part of the dash?

You have to remove the dash to replace them. They have a bracket that holds them in place on the rear side. There is also thick felt rings that need to be replaced as well. They're to help hold the vent ball in position.
 
There was a thread a few days ago on the same topic, over at corvetteformn

Some said what you've heard here so far and some that have actually done it including myself said that you can pull the vent ball out through the hole in the dash and replace with the new one by pushing it back through the hole.

I seem to remember reading about doing this in one of the vette rags.

I tried it on a used dash first because I didn't believe it would work.

Less than 5 minutes later I had nice new shiney vent balls.
