Drivers Side Access Panel in Wiper Channel?

I was attempting to do my power booster which is turning into a real nightmare. I see where the powerbooster attaches to like a box that's indented out from the firewall. If you look in by the wipers on the drivers side, there are 4 bolts. I took the 4 bolts off, expecting to possibly see an access panel to make life easier to get to those 4 bolts, and what do I see? nothing. Nada, zilch. You take this panel cover off, and it is a steel plate behind it.

What is this panel/cover for? They had to put 4 bolts there for a reason. Really curious at this point. Thanks

Those 4 bolts, together with the bolts for the booster hold your pedals in place.

You would think they would have made an access panel there to get to the powerbooster. Sheesh. It is a wasted door cover in my opinoin.
