Error code 44?

Hi all,
Co-worker has a 90 L98 I believe it is. Hesitating, not running well. I got him to get the code. 44 is what he came up with and it says "Lean Exhaust Present". Now....what to tell him to check? I know a number of things can cause this situation so asking for input on the most probable. Thanks for any advice!

Check his fuel filter it may need replacing could be cloged.

Forgot to mention, he did change the filter. That was one of the first things we talked about. I have software for ODB2 but not the first generation computer so it makes it a little harder even though there is a lot less to deal with. In the meantime I will look up some of the conditions that can cause his problem. Open for ideas. Thanks!
