Evap Charcoal Canister Questions

Hi All;
I did a search but really wasn't find the answer to my question. I posted a couple days ago about a fuel start problem but I didn't mention something and now I'm kinda wondering....

When I was troubleshooting the carb the other day and took off the top of the air filter, there were pieces of black "something" all over the top of it. Didn't think much of it at the time - just cleaned it all off although there were ALOT of pieces and wondered how on earth they got there. Then a friend of mine said perhaps the EVAP canister is blocked (because I do have a fuel odor) and then I thought maybe those were charcoal pieces.

Has that happened to anyone else? What other kinds of symptoms are there when these canisters are full? Does it cause rough idling? As of two days ago the car won't idle either and I have 100 miles on a professionally rebuilt quadrajet carb so maybe the canister is the culprit? I have a real hard time starting it when its warm too.
 
The air cleaner (Stock) has a charcoal filter clued to the base of it ;) I believe there is a thread about it in the L81 Registry Forum..

I'll go see if I can find it and post a link back here..

Just wanted to let you guys know that replacing the fuel canister solved me non-idling problem! :)
