When a error is set, does the ECM turn the fans on through the relays or directly?

I am brain dead today?
 
There are fan relay(s).The high current draw is way too much for the ECM to handle directly
 
Was hoping my 28 code was a bad relay, well I guess it is either the a/c relay or the evap solenoid.
 
Is the a/c clutch relay built into the a/c compressor?

As I recall A/c clutch is controlled through the blower control module. Circuit is grounded at the module
Solid state , no relay
 
The FSM says to check the a/c clutch control relay, cannot find the stupid thing.
 
If you have C68 system and auto trans--should be right side/rear of engine compartment on inner fender--two brown wires-one green wire and one green/white wire.
