It's possible that each wheel has a locking lug nut, in which case a tool is required to fit this lug correctly. Could this be the issue?

Are you using a real lug wrench (4-way) or the L-shaped one that came with the car? Or worse yet, a socket and ratchet?

I always use a 4-way type and if that is not enough leverage, I have two pieces of 2" PVC pipe cut to about 18" lengths that I slide over the end of the 4-way lug wrench.

With this much leverage you could break loose any lug nut. Or just simply break something.
