Help! FOB Programming / Remote Lost

I lost the #1 Driver FOB. I check with the dealership and they quoted $80 labor for programming and cutting the key plus $165 for the FOB. I was checking online for new OEM FOB. I need help understanding what is involved. Vendor mentions as listed below.

PROGRAMMING
Price INCLUDES programming instructions for training the vehicle to recognize the remote.


This price does not include key cutting nor transponder chip programming for key portion of the unit.

What is involved in the transponder chip programming that is different than the training the vehicle to recognize the remote?? Anyone been throught this?
 
Don't know about the fob, but I get my smart keys on eBay (geniune GM), and the local hardware store cuts and programs them for $5. The keys come with instructions for programing, and it doesn't look too tough.
