Foglights

Is it possible to have my foglights on without having my lights up. I seen vets with this before hows it done?

Yep, I do it all the time.
Turn the light control switch one click and turn on the fogs.
Problem solved.

Fog Lamps

Is it possible to turn the fog lamps off during the day?

Are you talking about the daytime running lights (DRL)? There are plenty of threads on the board that address how to do this. I personally don't mind the DRL on fulltime.
The fog lights, on the other hand, have a separate off/on switch left of the steering wheel. When the amber LED is on the lights are on.
