Front Fender Vents, 3 or 4 open

I have a 68 coupe, small block, 4-speed, factory air car and the last vent on the front fender is closed off. I have noticed that some 68 and 69 cars have all 4 open and some have the last one blocked off. I know someone on this site has the answer. I have asked several people and so far I have not heard an answer that makes any sense. I thought it might have to do with big block or small block power. The car was originally white and somewhere along the way it was repainted red. The paint is peeling and the white is showing up which really looks bad. I want to repair everything and go back with the original white color. Thanks for any information you all can give me.
 
For 68 and 69, the last gill on each side is closed. There is a bonding point behind each which is shown in the AIM. None were open from the factory. The closed portion of the fake vent was painted semi-flat black to give the appearance that it was operational and to help match the remining three on each side.

Here's a 69 right side with optional trim. Look closely and you can see #4 gill is black painted fiberglass.

Thanks Mike, your picture is a lot better than the others I have looked at. All of the local C3 cars around this area are 70 and newer so I did not have anything to compare it to. I guess mine has had filller added to cover the cracks or something because they really look bad. I have a lot of work to do to get mine to look like this.:ugh Thanks again
