Fuse Panel - 78 Vette

I just took delivery of a sweet 1978 Silver Anniv T Top but my horn is not working. I am trying to find the fuse panel/box, but cannot locate it to check the fuse. All the wires are connected. I have the original owners manual but it shows a diagram of the panel but not its location. Can anyone point me in the right direction. I have looked everywhere.

on my 1980 is under the dash on the drivers side.

on my 78 it was under the dash on the left, and the horn used the same fuse as the emergency flashers. i am not sure if it was that way stock

I think that was they way it came.

I always love seeing other 78s, ESPECIALLY Silver Anniversaries!
78's horn also doesn't work, but the fuse is good, mine needs a new switch.
