Fuse Plug identification

Can anyone identify what this fuse plug goes to, and the AIM is in the mail it will be here next week.

This weekend i pulled out the console and started trouble shooting all these electrical issues. I have fixed everything except for the door locks, i need a new harness as the old one is corroded and a wire broke loose. After i finished everything me and the wife decided to take a quick drive to florida to buy a lotto ticket (gotta pay for this car somehow). Well i happened to put a fuse in this plug because i figured it should have one in it. Turns out that when you put a fuse in here the engine will not shut off when the key is turned off. I found out when we stopped for gas, it never occured to me that this was the issue. While driving back i figured it had to do with me putting in the fuse. We made a turn and i lost all engine power and the car shut down on me. Once i pulled out the fuse she started right up like nothing was wrong. So if you have a different engine installed and there is no fuse in this plug don't put one in, the car will not shut down. The ORG wire dissapears somewhere behind the ECM, can't find it on the schematics.

Is this an 82 vette???
and is this located in the battery compartment behind the drivers seat????

I'm guessing either its something strictly for the '82 or it is an add-on that someone had put in at some point..
is there anything that DOES NOT work????

got one on my 80 its a oem ,, 12v junkition block

Battery Meter, Cig Lighter, over head light, power antenna breaker thing clicks but no power output (gray, green, white wire), Engine oil pressure pegs out at throttle but mid on idle. Oh and i found that the driver side AC duct is missing ($175) found one on E-bay.
