Go 10mph, car shakes and rattles and again at 60mph

Happened out of nowhere one day. I had replaced the governor a month before with no problems. Have taken out gear and turned off car as it rolled to 10mph, no change. Tires spin freely, no looseness at wheel and no bumps in the road to cause an alignment issue.

My guess would be that one or more wheels need balancing
