ground strap in rear

Ok i have a ground strap hanging on the drivers side in rear by the Power Anttena. It appears to come from the fraome area right behind the wheel and follows frame back, but I cant see anyplace good to connect it except possibly the brace to the outer reare fender? Anybody know where its spose to connect. It looked like it maybe came from the fuel tank?

OH I also have read of some dash light problems being fixed with more grounding, I currently have my dash tore apart to fiberglass some cracks and tighten up all the lose screws (wow there are alot). Anybody know where to attach the side for the instermetn cluster? Finding a ground is easy, but where to start the other end?

I believe I found a similar cable when I was poking around underneath. I also found an empty hole nearby in the "frame" so I attached it using a self-tapping screw. I didn't notice anything different, but at least the stupid cable isn't flapping around down there anymore. =]
