Help needed replacing daytime running light assemblies

It looks like you need to remove the front of the inner fender liner to get to them??? Is this the way to do it? Thanks!

Do a search on Youtube, 'C5, DRLs'...I need to replace mine but haven't gotten around to it yet, just researched the 'how to'...Looks fairly simple.
 
Daytime running lights

If you look at the video it makes no sense. With access being that wide open the hood and headlights had to be removed. Still looks like going through the front liner access is the best way?

Ok I changed them over. Remove the plastic panels above the left and right air dam. Remove the left and right air dams. Use an 7mm 1/4 inch socket or wrench to remove the outer screws on the light assemblies. Push the brake cooling vents in and down to give enough room for the second 10mm screw. Remove the spring that holds the light to the bumper. Pivot the light about 45 degrees so you can see the screw. Use a deep well and a small extention to reach it from the brake vent intake. Pull the light assembly down and remove both sockets. Reverse to re-install. Took about an hour to do. Both assemblies had holes burnt in them from the bulb heat. Remove fuse #2 and you will no longer have this problem. It turns off the Daytime running lights but everything else works.
