Holley vacuum secondary ball.

I was taking a carb vacuum actuator apart and a ball dropped out, I found the ball, but is there a small spring missing or do I just put it back with out it?

No spring - just the ball - it dampens the vacuum signal for opening the secondaries so they don't "slam" open and create a "bog".
