Question: Horn relay

Does anyone know where the horn relay is located on a 94 ?

In the 1990 service manual it says it is on the multi use relay bracket on ther right side of the I/P which I take to mean the instrument panel .
If you disconnect the horns and push the horn button you can hear it click.

Need Help-Where is the Horn Relay on my 1993 Ruby

I have read all of the threads and am still confused as to where this Horn Relay is located and just HOW to access it. Can anyone explain this?
