Help! How to Remove Dried Coolant from Painted Surface?

1967 triple black 390 HP roadster
The underside of my hood is painted gloss black. Some time ago some coolant leaked from the upper radiator hose, and the fan must
have blown it onto the underside of the hood, where the heat from the engine dried and "cooked" it onto the painted surface. The dried coolant now looks and feels like little a million tiny pebbles. I tried to remove the coolant first with mild detergent, and then with fine rubbing compound, with no luck. Does anyone have any tips? Thanks for any help.;help
