How To Remove Fender Wheel Skirt From Hood?

Have 1996 LT1 CE coupe, need help. What tool is used to remove the fasteners that hold the upper inner fender wheel skirt to the hood? Phillips or torx won't work. The fasteners just spin in place without backing out. Thanks for your help.
 
If they only spin, you've got problems. Sounds to me like the nuts have come undone from the fiberglass hood structure.

Advice on how to remove them now? Well... I really can't think of anything at this time.

Your wells are attached with rivets, my 92' uses torx's screws. I noticed this at a show last year, someone asked me how I got things so clean behind them, I said "just removed them", the guy looked at my wells and said "damm yours just unscrew mine are riveted on".
 
Mine are the little star type screws I believe.
