I just put my engine back together in my 1986 coupe with iron heads. My question is do I set the timing before setting the new IAC valve and TPS? What RPM should the car idle at?
 
I believe you should have the timing in the ballpark (back to where it was when the distributor was removed, if it was removed) and set the IAC, then the TPS and the idle speed before the final timing is set. There is a connector (usually near the brake booster) that should be disconnected before you set the timing). I'd check for the emissions label under the hood for the exact timing spec., but mine was missing so I checked into it a bit and found that most stock L98's were 6-8 degrees BTDC.
 
You should set the idle to 400 RPM in drive with an auto or 450 RPM in neutral with a stick, with the IAC disconnected and reset. This is with a stock cam and chip. Set IAC first, then TPS.
