What is the piece called that is inline on the wire coming from the coil on top of the distributor. It is the wire that is connected on the "TAC" position and the actual piece looks to be the size of a tube of chap stick and is mounted to the intake manifold with a little bracket. I am thinking this may be part of my issue with my tach on my instrument cluster. The TAC reads half the time and the other half not so much. BTW this is an 1984
 
That is the tachometer filter.

It is basically a capacitor that holds a charge to prevent your gauge from behaving erratically.


 
Sure you could call it that if you went to Autozone...just be ready for blank stares and dumb looks :boogie
Until recently, it wasn't even available at all...and you'd have to make one from blueprints...finally its reproduced....only places like Ecklers or other vette vendors carry it as far as I know.
Your buddies car sounds like is gonna bleed him dry :ohnoes...its already bleeding oil! :chuckle
