Your states DMV should be your first route, but if your car was originally sold new out of state like mine was, your hunt for the original owner has just become more time consuming.
Look your cars over carefully for leads.
Buddy of mine bought a ’95 Z07, wanting to learn the cars history he didn’t have anything to go on–bought it used. I took a look at it and removed the driver and passenger bottom seat pads (they pop right out, just unhook the metal wire at the bottom-front of the seats, nice for cleaning too). We found a business card and a fortune in change; he called the number, it turned out to be the original owner who was glad to know that his car was in good hands.
When I traded my 94 LT1 for my LT4, I tucked all the service records and documentation in the back hatch cargo hatches for the next owner.
I traced the original owner of my car and scored all the desired information. I had nothing to go on except that all the windows were etched with “ETCHGUARD” and a “1-800” phone number. I called the 1-800 number and spoke to a representative and learned that dealers use this service to register their higher end cars for insurance reasons.
Anyway, ETCHGUARD was not permitted to give any info, begging for anything to lead me in the right direction, the rep gave me a last name only. With that I contacted every matching name in the phonebook to no avail. I contacted the DMV with no luck. Then, I tracked the car to the dealer to whom it was delivered, you can do this by calling GM’s customer service at 1-800-222-1020, have your VIN handy.
I spoke with the service rep of the delivering dealer, he was kinda mean and wouldn’t give any info. So I called back and asked to speak to a sales manager– he was glad to help. He even sent me a copy of the service record for the Corvette that had all the warranty work and the mileage of when it was performed.

Through the NCM’s archive, you can get a copy of the build sheet and a copy of your window sticker. The window sticker will have the dealer to whom delivered at the bottom.
