Injector replacement

OK here is the deal. I recently tore the fuel rails off of my 90 ZR1. I bought new injectors and had to purchase the primary bottom o rings separately from my local Chevy dealer @ $18.32 a peice. I now need to know if you put the primary o rings in the manifold first or put them on the injectors and put the injectors into the manifold with o rings installed. It looks to me like you put the o rings in first but it never hurts to ask. All help is greatly appreciated.
 
Lube the "O" rings first with a little WD40 then slide them into the injector housings with your finger. Be careful not to push them in too far. There is a groove they live in. It'll be obvious when you've got one into place.
$18.32 each?
As in $18.32 for each primary injector? (x8) = $146.56 (plus tax)

Take them back.
Tell the dealer they were the wrong size.
Tell them they didn't work.
They didn't fit.
Wrong color.
Didn't smell right.
Whatever.
Lie.
