Question: Left headlight slow to raise

My 76 C3 lights do raise and work and that I am thankful for. However the left one seems very slow compared to the right. Any ideas?
 
These are my best guesses.
1. Headlight actuator seal left side
2. Leaky or loose hoses to the left side
3. Bad left side relay valve

Check the relay first; actuator second.

How do you check the relay? Other than replacing it.

With the Actuator you can disconnect the hoses from either end. And reach under the car and grab the clevis rod and open or close the headlight. Plug the hole on the hose with the red strip or the actuator hole with in the front of the actuator with your finger and try to open the headlight. If it opens the seal or the actuartor is it need of replacement. You should do this with both hoses (the one with the green strip to make sure. The thing I like about doing the actuator first is that you can ckeck this with out buying any parts.
