LT4 LT4 EGR Vacuum hose?

I recently had my 383 motor put back in, and the mechanic that did the installation said the engine shop did not put the EGR valve back onto the engine. He has a vacuum hose that he couldn't install. Is this the reason why I can smell my exhaust when I stop at the lights with the windows down? Also the car spits out a lot of black smoke which is dirtying up my bumper. Is the EGR critical?
thanks.

ARe you getting a check engine light?

Has the ECM been reprogrammed to turn the EGR system off?

My 90 runs very rich, and it will lag a stinky rich exhaust smell if the windows are down, or roof off and the wind is behind me at a traffic light.

If you are getting it in the car with the windows up, better check all of your seals, around the rear of the car (rear hatch etc.).

Otherwise, you should not be getting that in the cabin.

The EGR is not critical to running, but will cause computer gliches if your system has not been programed to over look it.

rckd is correct. The duration and overlap in the valve timing made the EGR unnecessary on the LT4.
