is it still a number matching car if the block had to be exchanged do to manufactoring error, i now they had a lot of trouble in the 70;s with oil leaking around the valves(?) and they had a proram called chevy exchange, i think that is what it was called, would it make a difference if there was documentation from orginal owner stated the problem and the reasoning for the exchange of block, would really like some insight into this just for future reference.

No. Not by the generally accepted definition. Only the original engine installed in the car and stamped at time of assembly would meet the definition of matching numbers.
 
Numbers matching has many meanings to many people but a factory
warranty replacement block does not meet any of those criteria.
