OK I know you're getting tired of all my questions but I am making progress . . . there is a black single wire plug in under the dash . .as you're facing up from under the dash it is just to the left of the steering column . . mIne is connected to nothing and when I ground it . . it sounds like it's clicking something under the hood!! I"m lost on this one . . I figured since it was black it needed to be grounded but I dont know this time!!

Are there two wires (red & black) on the back of the ammeter (and is it working)? The other end of the black wire goes to the positive battery terminal on the starter solenoid. So that ain't ground!!!

Another black wire goes to the "Park alarm lamp" ... part of the parking brake system, from the switch on the parking brake handle mechanism... also a hot wire.

A third goes to the headlight switch from the fusebox, also hot.

Black w/white tracer wires are usually ground.

while you're under there . . .

If you do stick your head under the dash to look . . . there is also a single spade connector (black) right at the base of the colomn . . looks kind of lonely . .the only single spade connector I can see . . is any wire plugged into yours and if so what color . . I believe it is part of the horn wiring but I wont get my wiring diagrams until this week.

The only single-termnal connector black wire behind the dash on a '64 is the cluster ground wire; connects to a single male spade terminal up by the park brake warning lamp socket, on the outer edge of the cluster can. If that's not connected at the cluster, none of the cluster bulbs/lights, lighter, or wipers will work.

There is a #12 dark brown wire that is usually missed under there. It goes to the radio condensor.

Yes . . you're right on that one . . . I have other projects to keep me busy until the diagram arrives . . I had hoped to be ready for paint by christmas but I was overly optimistic . . no surprise there!! So, yes, I'll leave the smoke for the fireplace.
