need help with code 38RTD real time dampening

need help trying to find out whats wrong with my car before taking it to dealer. my 97 had the check engine light and traction control light come on. the dic said reduced engine power and service traction control system, anyone ever have this?

Also, did the problem resolve after a few ignition cycles, or is it still there?

its still there. the code is 38RTD say no comm so that i guess is where the problem is. i dont know if its a bad ground or maybe needs a new computer module.
