I'm going to assume you mean this for your '78, which also means that you have no computer or sensors to tap off of.
What about something similiar to those old jobbies that you used to hook up to bikes, where it ran along the rim, and as it spun, it generated the current to light up the attached light? However, something like that is probably way too involved... The inertia sensor sounds like a good idea. However, I would think that to get them cheap enough, you'd have to have a good size bulk order of 'em. OR...if you could find a cheap GPS that's accurate down to about 3 meters, you could have that relay info through a little programmable EPROM that would regulate voltage to the lights based on position & time.
OR...figure out how to run some circuit off the speedometer or tach.
It would likely be an expensive one-off, however...yeah, you could be sitting on a new goldmine made of rice...

Given that, maybe there is a circuit or something you could tap off of, like the ABS sensor since it uses a reluctor setup. However, playing around with the ABS circuit is risky. Those sensors are mucho expensive if ya goof 'em up!
Hmmm...that has me thinking in terms of pulse circuits. If you had something like an ABS sensor that worked on pulses, the faster it went, the more brightly the light would appear because it's "ON" more than it's "OFF". That could be an avenue worth investigating, and setting up a pulse sensor setup might not be all that hard since it's more or less just magnet placement.
