pad contact on rotor

Hi everyone,
I was wondering if anybody knows/remembers if pads, when
you put the front brakes together, contact the extreme OD
of the rotor surface, or is it in a bit from the OD?

Reason I ask: I bought the big brake upgrade, have a new rotor
here in the package with a chip on the surface the pad will touch.
The chip is on the very OD (13") of the surface and extends about
.070" (little more than 1/16") radially inward; it is about .180"
long along the circumference.

I could send it back, but I have a feeling the pad will never touch
this spot. So why bother?
 
When doing my stock brakes, I've always noticed that the old pads leave a thin lip on the rotor, but it's pretty skinny. Maybe a couple of millimeters.

I don't know if this helps or not, just thought I'd throw it out there.
 
Even though it only appears to be a small chip, there could very well be a hairline fracture in the rotor that you cannot see (yet!). If you intend to do any sort of high-speed braking such as at a Driver's Ed event or open track use, I would not accept that rotor.

The heat generated by heavy braking force and the cooling afterward will eventually cause any cracks to increase in size. That could lead to fractures or even disintegration of the rotor.

You paid for a good rotor, that's what you should get!
