Passive Keyless Entry problem

Hello, I have a 94 corvette that I am having problems with. Its the PKE. Passive Keyless Entry system I am having problems with. I followed instructions in the owners manual and tryed to program the remotes i had. But they wont seem to activate. When the manual says the PKE light is supposed to flash, mine does not. Instead it just stays lit. I know for a fact the remotes are good because they work when I try it on my grandsport. After talking to a dealer they said it might be the receiver. So the question is where is this receiver located? Thanks

Behind the DIC under the dash pad. It is under the door chime/alarm module.
